Recognizing that air emissions overflow political boundaries, the California legislature created the BAAQMD in 1955 as the first regional air pollution control agency in the country. The nine counties of the San Francisco Bay Area form a regional air basin, sharing common geographical features and weather patterns, and therefore similar air pollution burdens, which cannot be addressed by counties acting on their own. The BAAQMD is the public agency entrusted with regulating stationary sources of air pollution in these important counties.

The California Fuel Cell Partnership works toward commercialization of hydrogen fuel cell vehicles, through a collaboration of auto manufacturers, energy providers, government agencies, and fuel cell technology companies. These zero-emission vehicles decrease mobile-source greenhouse gas emissions and other pollutants, reduce dependency on fossil fuels used for transportation, and are an important component of California's clean energy goals.
