Policy Analyst, Tobacco Control (CA #1718-22)

The American Lung Association has a great opportunity for a Policy Analyst, Tobacco Control to join our incredible team in California. Working as a member Public Policy & Advocacy Team, you will join an outstanding group of professionals dedicated to our mission: to save lives by improving lung health and preventing lung disease, through research, education and advocacy.

In this role, you will be responsible for serving as a key point of contact for and provides content knowledge on a wide range on lung-health related policy matters, specifically local tobacco control laws and regulations. Providing technical assistance and policy expertise to staff, community members, patients, coalition partners, elected officials and California's tobacco prevention and control community.

Responsibilities

  • Track and analyze tobacco-related bills in the California Legislature, key state budget matters impacting California's tobacco tax-funded programs, and industry lobbying spending.
  • Review draft policies, legislative bills, and ordinances being considered to understand implications and provide recommendations to internal staff as well as external partners, government staff and elected officials.
  • Research, monitor and analyze tobacco-related policy activity at the national, state, regional and local level and provide data and other technical assistance resources to local coalitions and partner agencies via written materials and presentations.
  • Respond to requests from tobacco control advocates, California state government staff, and other interested parties across the state regarding these policies.
  • Write and edit policy factsheets, testimony, legislative letters, letters of support or opposition, briefing sheets and other policy materials. Review and research pertinent sources of data, fact-checking figures and statistics in all materials. Contribute to press materials developed by Charter Director, Media Relations, ensuring accurate information.
  • Prepare the State of Tobacco Control report, a signature Lung Association report, as well as the SOTC – California Local Grades report, by tracking, analyzing, and grading local policy ordinances for all 482 cities and 58 counties across California in key tobacco control policy issue areas.
  • Represent American Lung Association in coalitions, work groups, advisory panels and other stakeholder meetings. Provide American Lung Association leadership and public health perspective in policy discussions and political strategy sessions.                      
  • Contribute to major events such as the Capitol Legislative Information & Education Day. Prepare appropriate policy content information.
  • Provide timely updates on legislation and the legislative process, analyze and summarize bills for the field, and train staff on policy priorities.
  • Strategize with the Charter Director, Media Relations for opportunities for constituent engagement in media. 
  • Work with local market advocacy staff and Managing Directors to ensure advocacy issues and mission are present at all special events, educational events and other functions.
  • Assist the Charter Director, Tobacco Control & Lung Health in securing funding for local advocacy work. Ensure that assigned policy-related deliverables completed on a timely basis and that the reporting is done.

QUALIFICATIONS:

  • Bachelor's Degree required.
  • Two – four years of experience working in public health policy analysis, legislative affairs, or legislative advocacy, and public policy development.
  • Proficiency in Microsoft Office Suite, Adobe Acrobat, LegInfo, Legal Research.
  • Ability to meet concurrent deadlines.
  • Manage multiple projects.
  • Strong verbal, analytical and written skills, including the ability to write policy materials.
  • Highly organized with excellent attention to detail, accuracy and quality.
  • Interact effectively and tactfully with all levels of management.
  • Strong problem solver.
  • Demonstrates initiative.
